摘要
中国国有企业的重大变革总是伴随着社会保障制度的重大发展,国有企业竞争力的提升与社会保障社会化改革关系密切。文章梳理了以提升国有企业竞争力为目标的社会保障改革历程,从企业竞争力与社会保障概念内涵关系、社会保障是国有企业主要政策负担、社会保障制度与公平竞争的主体地位关联、社会保障经办能力形成企业间接成本四个方面研究分析国有企业竞争力与社会保障改革的关系,总结国有企业竞争力与社会保障改革发展的成效并就如何进一步提升国有企业竞争力改革社会保障制度提出方向性的意见和建议。
Abstract: This paper reviews the process of social security reform with the goal of improving competitiveness of stateowned enterprises. It also studies the relationship between the competitiveness of state-owned enterprises and social security reform, and sums up the development achievements, from the perspectives of enterprises' competitiveness and social security connotation, social security as a major policy burden of the state-owned enterprises, social security system associated with the dominant position of market competition, social security handling ability forming corporate overheads. Suggestions are put forward on how to further enhance the competitiveness of state-owned enterprises to reform the social security system
