基于因子分析的科技成果转化效益评价——以山东省为例

科技成果转化是科技与经济结合的关键,对地区经济发展具有重要作用。本文构建了科技成果转化效益评价指标体系,运用因子分析方法对我国31省市自治区的科技成果转化的经济和社会效益进行评价。通过对山东省科技成果转化的效益与其他省市进行排名比较、分析得出:山东省在科技产出水平上处于劣势,在高技术产业化水平上具有优势,在资源环境效益上的表现依然很突出,表明了山东省对资源节约与环境保护的重视。在此基础上,分析了山东省科技成果转化过程中存在的问题,提出了促进山东省科技成果转化效益的对策与建议。

Transformation of scientific and technological achievements, as the key contact of technology and economic integration, plays an important role in the economic development of the region. An efficiency evaluation system on the transformation of sci- entific and technological achievements has been built in this paper. Factor analysis approaches evaluate the economic and social benefits of transformation of scientific and technological achievements of China＇ s 31 provinces respectively. Mean- while, by comparing Shandong Province with other provinces on the rank of transformation of scientific and technological achievements, some analysis results are achieved such as the disadvantage in the technological level of output, an advantage in the high - tech industry level, and the prominentenvironmental benefits of resource performance, indicating that Shandong Province has paid the importance to resource conservation and environmental protection. Finally, a lot of effective counter- measures and suggestions have been put forward to promote the transformation of scientific and technological achievements of Shandong Province.
