地方政府行为、经济绩效与企业能力建设

政府分权改革开启了地方政府干预经济的序幕。作为社会管理者和经济参与者,地方政府掌控着大量的行政处置权与公共资源,在区域经济的形成与发展中发挥了不可替代的作用。本文从推行市场化改革、促进地方发展两个方面,阐述了地方政府行为对经济绩效的正效应;从行政激励扭曲、预算软约束、选择性产业政策等方面,论述了地方政府行为对经济绩效的负效应;最后从转变地方经济发展模式入手,对加强企业能力建设、矫正政府过度规制提出了相关建议。

Government decentralization reform opens the prelude to the local government intervention in the economy. As the social management and economic participants, the local governments are granted huge discretion on the local affairs and many public resources, and play an irreplaceable role in the formation and development of regional economy. This paper expounds the positive effects of local government behaviors on the performance of the economy from two aspects of market - oriented reforms and the promotion of local development, and discusses thenegative effects of the local government acts on economic performance from the administrative incentive distortion, soft budget constraint, selective industrial policy and so on. Finally, from the transformation of local economic development mode, related suggestions are put forward on how to strengthen enterprise ability construction and correct excessive government regulations.
