强化安全风险管理 深化货运组织改革 全面提升货运安全经营管理和服务能力

铁路货运组织改革实施以来,通过建立货运安全风险控制的实施条件,在分析铁路装卸专业化管理、安全应急能力及货场经营管理等方面存在不足的基础上,研究增强应急意识、加强应急管理、完善应急预案和应急装备、强化应急演练等强化安全应急处置能力规范化的方法,提出提升货运安全经营管理和服务能力的对策,即继续深化货运安全风险管理、全面加强装卸管理工作、加快推进集装化运输工作、积极推进货运场站转型发展。

Since implementing reform of freight transport organization, through establishing implementation condition of safety risk control of freight transportation, and based on analyzing the deficiencies existing in railway loading specialization management, safety emergency capacity and freight yard operation and management, this paper studies the measures on strengthening safety emergency treatment such as increasing emergency consciousness, strengthening emergency management, improving emergency program and emergency equipments as well as enhancing emergency drilling. The paper also puts forward countermeasures on increasing safety operation management and service capacity of freight transportation, which means continuously deepening safety risk management of freight transportation, fully strengthening loading management work, accelerating container transport works and actively promoting transfer development of freight station yards.
