海东市建构新型农民专业合作社的对策研究

Study on Strategies of Constructing New-type Farmers' Specialized Cooperative in Haidong

农民专业合作社受自身条件的限制,难以发展壮大,与农民和下游企业的关系也极不稳定,直接影响农业综合效益的提高。该研究通过对青海省海东市农民专业合作社的调查和访谈,发现存在农户参与率不高、资金不足、组织化程度低、缺少管理人才、没有形成市场竞争优势、组织结构松散、收益分配制度不合理、品牌意识不强的问题。要解决这些问题,必须国家参股组建新型农业合作社公司,借鉴工业企业经营方法,实施标准化生产和管理,发展工厂化农业,吸纳农民成为正式员工,土地流转给公司入股,新建专门机构为合作社服务,拓展融资平台等措施,以此可以将外部不经济内部化,壮大农民合作社规模,使海东农业健康快速发展。

Restricted by its own conditions,the farmers＇ specialized cooperative is very hard to develop.It is also in an unstable relationship with farmers and downstream firms,which directly influences the comprehensive effectiveness of agriculture.Through investigation on farmers＇ specialized cooperative in Haidong,it was found that there are many problems,such as farmers＇ little participation,insufficient capital,low organizational degree,shortage of talented managers,no market competitive advantages,loose organization structure,unreasonable income distribution system,weak brand awareness,etc.In order to resolve these problems,the government should take participation in constructing new-type agriculture cooperative company and borrow in other companies management methods to develop industrialized agriculture.Meanwhile,the newtype cooperative company should carry out standardized production and management,hire farmers as formal employees to make them transfer farm land to company and become shareholders.Special organizations should be established to service for cooperative company to expand financing platform.Furthermore,the external economy should be internalized to expand the scale of cooperative company to make the agriculture in Haidong develop rapidly and healthily.
