Analysis of the New Policy Trend toward Africa in the Main Western Countries

摘要 冷战结束后,国际格局发生了重大变化,非洲不再是国际政治舞台上意识形态领域斗争中的争夺对象,其重要性似乎被大大降低。但"9·11事件"后,随着美国全球战略调整等因素的变化,非洲又重新成为国际社会关注和争夺的对象,一些国家在非洲大陆新一轮的角逐再次上演。尽管西方世界的对非政策在冷战后有了很大的调整,但其推销西方民主价值观的意图仍然排在第一位。在此前提下,各经济实体出于自身利益考量,对非洲大陆各有利益诉求,而资源因素几乎是其共同利益所在。因此,这次第三波的"非洲热"还是以西方国家基于自身经济发展对非洲进行资源控制为主要特征的。 After the Cold War, great changes have taken place in the international situation. Africa was no longer the target otller countries fight for in tile ideological struggle in the international political arena, and its importance seemed to be greatly reduced. But along with the American global strategic adjustment after the "9.11 Incident", Africa once again attracts international attention and becomes the target other countries fight for, and a new round of competition between some countries is occurred in the African continent. Though the Western world has greatly changed its Africa policy in the post-Cold War era, its intention to sell Western democratic values is still of primary importance. In this context, out of self-interests, the economies have varied interest demands in Africa, with resources being the common interests. ThereIt)re, the third wave of "Africa Rush" is still mainly characterized by the Western control of the African resources based on the benetits of their own economic development.
