从社会财富分配视角析和谐社会残疾人保障问题

On Security for People with Disabilities in A Harmonious Society from Distribution of Social Wealth

残疾人的社会保障问题是和谐社会构建过程中需要大力关注的问题,而社会财富分配是否合理对于处于弱势地位的残疾人群体非常重要。但目前我国残疾人社会参与度低,加之慈善制度和慈善文化相对缺失,垄断利润和寻租腐败收益的存在,使得社会财富分配中存在着初次分配差距拉大,再分配力度不足,慈善事业发展势头较弱,非法收入数目可观等现象。要改变这种现状,需要构建社会财富合理分配及扶助残疾人的机制:包括市场权利机制、政府调控机制、道德责任机制、法律制约机制。

Social security for people with disabilities is an issue that deserves much attention in the construction of a harmonious society ,and whether or not the social wealth can be reasonably distributed is critical to them due to their disad -vantaged situation.Currently,however,the low participation of the disabled in social activities ,the lack of rule for philan-thropy and charity culture ,together with the existence of profit made through monopoly ,rent-seeking and corruption ,result in phenomena like enlarged gap of initial distribution ,inefficiency of secondary distribution ,the weak development of philan-thropy,and great sum of illegal income,in the process of wealth distribution.To change this situation,it is necessary to con-struct a series of mechanisms for the sake of resonable distribution of social wealth and for the sake of those disabled ,which include a mechanism of market right,a mechanism of governmental regulation ,a mechanism of ethic and responsibility ,and a mechanism of legal restriction .
