摘要
以某农村饮用水安全新建项目的评标为例,建议在采用综合评估法评标时引入肯德尔W系数和斯皮尔曼等级相关系数。当W≥0.75时,直接计算各评委评分的算术平均值;当W≥0.75时时,去掉一个最高分和一个最低分后再计算各评委评分的算术平均值。将各评委评分的秩次与投标人最终得分的秩次进行比较,计算斯皮尔曼等级相关系数,进而定量地评判评委评标的准确性。
Taking a tender evaluation of drinking water safetyproject in rural area as an example, it proposed to introduce Kendall coefficient of concordance and Spearman's correlation coefficient for ranked data into the comprehensive evaluation. When the Kendall coefficient of concordance was greater than or equal to 0.75, the average would be calculated directly. When it was less than 0.75, the average would be calculated after discarding the highest and the lowest scores. At last, let's compare the rank of the bidder appraised by a certain judger with the final rank and then calculate the Spearman's correlation coefficient for ranked data so as to assess the tender evaluation quality of each appraiser.
