民族地区政府投融资平台债务风险评价体系研究——基于凉山州国有投资发展有限责任公司的案例研究

The debt-risk evaluation system for the government investment and financing platform in the minority regions: A case study of Liangshan Prefectural State-owned Investment Limited Liability Company

投融资平台作为民族地区政府最大的债务举借主体,其不断攀升的债务规模给民族地区政府带来巨大偿债压力,并引起社会各界的广泛关注。通过研究民族地区政府投融资平台债务形成的原因,利用多因素分析法、层次分析法、Z分数模型等工具构建民族地区政府投融资平台债务风险评价体系,并以凉山州国有投资发展有限责任公司为对象进行实证研究,提出了防范民族地区政府投融资平台债务风险的相关政策建议。

The investment and financing platform as the largest debt principal of the government in the minority regions faces a rising debt scale, which becomes a heavy burden of debt repayment to the local government and causes much concern. This paper traces the causes of their debts, and adopts such tools as multivariate analysis, analytic hierarchy process （AHP） and Z -score model to establish a debt - risk evaluation system for the government investment and financing platform in the minority regions. It gives a case study of Li- angshan Prefectural State -owned Investment Limited Liability Company and presents relevant policy recommendations.
