村寨银行在社区发展中的作用与意义

Role and significance of village banks in the community development

在发展主义视角中,城乡的差异主要源于农村经济发育不足,为了拉近城乡之间的发展差距,国家和社会试图通过提供公共物品和公共服务等手段来改善农村现状。然而,单纯的以经济为中心的发展逻辑,由于忽略了社区在社会、政治和文化等方面的自主性价值诉求,致使其迟迟迈不出发展的困境。以云南丽江河源村正在实施的"以社区发展促进环境保护"公益项目中的子项目——"村寨银行"为例,阐述公益性社区金融系统在满足经济发展需求的同时,如何促进社区整体发展。

In the perspective of developmentalism, the differences between the urban area and the rural area originate from the latter＇s underdeveloped economy. To solve this problem, the state or society tries to provide public goods and services to the rural area. However, the economy -based development ignores the autonomous needs of such communities in terms of social, political and cultural demands, which hinders quick development. In other words, the monistic economic determinism somewhat hinders the initiative and creativity of the villagers＇ self development and wastes the public economic resources. This paper gives a case study of the ＂ village bank＂ as a part of the public welfare project ＂Community Development Based on Environmental Protection＂ carried out in Heyuan Village of Lijiang in Yunnan Province and discusses the overall community development with the help of the community financial institution.
