The Institutionalization of U.S.-India Security Cooperation

近年来,关印关系逐渐升温,尤其在安全领域,双方合作的广度及深度令人印象深刻。两国在联合军演、防务产品销售、国土安全等方面的合作成果较为明显,借助安全合作协议的签署、联合机构的建立,双方安全合作机制化渐趋形成。未来两国安全合作是否会继续深化,机制建设中存在哪些促进及制约因素,对这些问题的探讨无疑有助于深化对美印双边关系的认识,从而把握未来两国关系的发展方向。

Recent years have seen a gradual improvement in U.S.- India relations,and under the Asia Pacific policy of the Obama Administration,India's role has increased in importance.As the U.S.government continues to adjust its policy towards the region,the expansion and deepening of cooperation between the two states has become the focal point of their relationship.In reality,strategic cooperation between the U.S.and India was initiated during the George W.Bush Administration,and particularly where security was concerned,the two sides began to institutionalize cooperation.This has continued under the Obama Administration.As the two states continue to institutionalize their security cooperation,taking stock of progress,discussing the possibility for future deepening of cooperation,and assessing the factors driving and potentially constraining the process of institutionalization will undoubtedly be helpful in guiding future cooperation.
