摘要
江苏省、黑龙江省和湖北省作为高等教育综合改革试点省份,试点三年多来,在确立综合改革战略、深化改革推进机制、增强协同创新能力、全面提升高等教育质量等方面取得了进展;在优化高等教育体系与学科专业结构、改革人才培养模式、发挥区域高教资源集聚优势与优质资源辐射力等方面形成了具有较强地域性特征与发展优势的典型经验;但也存在着政府对高校管理的体制机制不够完善、省级政府教育统筹权和高校办学自主权不足、在学科建设及产学研合作方面存在体制机制障碍等深层次问题;建议加强顶层设计,统筹科技体制改革和高等教育体制改革,在转变政府管理方式、对高校进行分类评价和分类管理、促进校企合作等方面推进改革。
Since 2010, as higher education comprehensive reform pilot provinces, Jiangsu, Heilongjiang and Hubei have made progress in establishing comprehensive reform strategy, deepening the reform promoting mechanism, strengthening collaborative innovation ability, and improving higher education quality. In the process of reform, typical experience with distinct local characteristics and advantages has been formed, including optimizing higher education system and discipline structure, reforming talent cultivation mode, promoting superior resources gathering and sharing ability. At the same time, the reform faces the following problems, such as imperfection of government administration system, lack of autonomy for higher education institutions, institutional barriers in discipline construction and industry-teaching-research cooperation. Based on the above analysis, we suggest to strengthen top design of reform, plan the science and technology system reform and higher education institutions system reform as a whole, change the government administration pattern, classify the evaluation and management of higher education institutions, and strengthening the university-enterprise cooperation.
