我国民事诉讼举证规则的改变,对公民养成、提升举证能力提出了迫切的要求。由于诸多民事案件的证据信息与档案信息联系紧密,档案信息能否便利获取,关系到公民举证能力能否有效实现。为顺畅地获取证据信息,公民除了需要具备法律意识、掌握一定的收集、固定证据的能力之外,还需要在档案公共服务层面上的保障。档案公共服务应注重措施的针对性,为公民实现举证能力提供保证。
