On Modernization of Governance System and Governance Ability to Deal with Ethnic Problems in Contemporary China

历史上的王朝随着实力强弱变化调整治理周边少数民族社会模式,主要有以处理族际关系为主的中国古代族际主义取向治理模式;以处理边疆区域性问题为主的近代区域主义取向治理模式。当代中国处理民族问题需要治理思维取向的转换,结合上世纪80年代在世界范围内兴起的地方治理理论,并借鉴我国传统民族问题治理模式和经验,挖掘本土性、族群性治理资源,研究当代中国民族问题治理体系和治理能力现代化的基本概念系统,这是边疆民族地区治理的关键环节。

In history, imperial courts made adjustments in the mode of governing ethnic minorities in border areas according to the changes of their strength. The ethnic - oriented mode in ancient China was mainly used to handle interethnic relations and the contemporary regionalism -oriented mode was adopted to deal with frontier regional problems. In dealing with Chinese contemporary ethnic problems, it is necessary to have concept and methodology of governance thinking orientation. The key steps of governing frontier ethnic areas include using the local governance theory emerged in 1980s in the world, combining Chinese traditional mode and experience of ethnic governance, exploring local and ethnic governance resources and making studies on basic concepts of modernizing governance system and governance ability in dealing with contemporary Chinese ethnic problems.
