In the process of public policy making,non-governmental organizations and interest groups,as direct and indirect subjects of the policy-making body,both play certain roles in influencing the government＇s decision.Clarification of the relationship between them from the benefit object,the function and the organizational activities will provide a theoretic foundation for the role orientation of NGOs in the field of public administration.
