Universal Equality,the Public Library System and the Responsible Government

普遍均等服务理念的提出,对于维护信息公平、促进社会的和谐与稳定以及保障公民文化权利、促进个人与社会的和谐发展具有重要意义,其与公共图书馆制度在公益性、公平性、服务范围的普遍性及服务方式的便利性上相契合。而政府在公共图书馆这种普遍均等服务中应承担以下责任:建立健全法律、法规,确保基层图书馆的持续、健康发展和普遍均等服务的实施;加大财政投入,建立多渠道经费保障机制;促进县级以下覆盖全社会的基层图书馆服务体系建设;培养普通民众的文化权利意识,让读者需求成为基层图书馆发展的原动力。

Proposing the universal equality service concept has important significance for maintaining the information fairness, promoting the social harmony and stability, guaranteeing cultural rights of citizens and promoting the harmonious development of individuals and the society, and agrees with the public library system in the public welfare, the fairness, the universality of the service range and the convenience of the service mode. And the government should undertake following responsibilities in the universal equality service of the public library： establishing and perfecting laws and regulations, ensuring the sus- tainable and healthy development of primary level libraries and the implementation of the universal equality service; increasing the financial input, establishing the multi-channel funding guarantee mechanism; promoting the primary level library service system construction that covers the whole society under the county; cultivating the cultural right consciousness of common people, letting the reader demand become the motivity of the development of the primary level library.
