摘要
立足于调整资源型经济结构和优化资源型经济效益,根据主体功能区区划特征,提出煤炭主体功能区建设中优化开发区、重点开发区、限制开发区和禁止开发区的导向性政策,并分析保障政策实施的可行性机制。
According to the division of coal main functional areas,the paper puts forward the policies for the scale development of coal enterprises in optimal development zones,key develop-ment zones,restricted development zones and prohibited development zone of coal main function-al areas,and expounds the safeguard mechanism which the implementation of policies need.
