摘要
档案利用中所涉及的个人隐私保护目前较为欠缺,此类问题存在原因包括公民对涉及个人隐私的档案信息不知情,档案管理部门对个人档案隐私的不当利用,网络发展对档案隐私的挑战等。采取对策包括严格规范涉及个人隐私的档案收集、管理;确立个人档案信息自决权;加强网络领域个人档案隐私保护;同时注意不能对个人档案隐私保护绝对化。
The protection of personal privacy in using archives is at present relatively deficient. The reason of such problems includes that the citizens do not know archives information about personal privacy, archives managing department improperly uses personal archives privacy, network development is faced with challenges on archives privacy, etc. The measures include that we should strictly standardize file collection and management related with personal privacy, establish information self-determination of personal archives, strengthen privacy protection of personal archives in network field, at the same time we should not absolutize privacy protection of personal archives.
