The Administrative Region Disputes and Adjustment of PingliangFu in Early Qing Dynasty

清初,平凉府发生了庄浪、灵台二县分别摆脱静宁、泾州二州管辖,直隶于府的事件。通过对相关史料的深层分析,该文揭示出了事件背后所隐含的地方社会史的相关内容,清初平凉府州县隶属关系的调整,打破了平凉府自明代以来散州领县局面的延续,这种地方行政制度向"规范化"发展的动力,并不是封建王朝主动行政运作的产物,而是地方社会问题所引发的一场"变革"。

Two counties, Zhuanglang and Lingtai, severed administrative relations with two prefectures （州）, Jingning and Jingzhou respectively in early Qing Dynasty, and were subordinated to Pingliang prefecture （府） directly. By analyzing relative historical materials carefully, this paper discloses correlative contents concealed in this event. The relationship adjustment of prefecture and county at Pingliang in early Qing Dynasty broke the situation which county was subordinated to Sanzhou （散州） since Ming dynasty. The motivity of standardization development for local administrative system should not he attributed to active administrative operation of feudal dynasty, but should be regarded as a change caused by local social problem.
