区域综合交通规划评价系统分析与方法研究

Research on the Evaluation system for Regional Transport Planning

评价是衡量综合交通规划方案合理与否的重要环节。通过对我国区域综合交通规划评价工作中存在问题的系统分析,探讨了综合交通规划评价的内涵和范畴理念,基于实施前评价、实施过程评价和实施后评价提出了多维度评价框架体系及相应的评价指标。引入OWA算子组合评价的思路,将基于层次-熵定权的模糊综合评价和灰色关联度评价运用于规划评价方法中,并结合实例进行了评估,为我国区域综合交通规划提供参考。

Evaluation is an important technical aspect of the comprehensive transport planning. In this paper, through systematical analysis to the problems in the comprehensive regional transport planning evaluation in China, contents and scopes of comprehensive transport planning evaluation is discussed, based on pre-implementation, the implementation process and post implementation evaluation, multi- dimensional evaluation framework system and evaluation index are proposed. An assessment idea based on a combination of the ordered weighted averaging （OWA） operator is introduced, the fuzzy comprehensive evaluation based on levels of AHP-Entropy （Analytic Hierarchy Process） and Grey Correlation degree evaluation are used in the method for planning evaluation, and actual project is used to evaluate. This could provide some reference for regional comprehensive transport planning in China.
