试论乌鲁木齐市文化体制改革

On the Cultural System in Urumqi

乌鲁木齐文化体制已不适应现行文艺创作发展形势,因地制宜进行改革是其突破瓶颈走向坦途的必然出路。通过二十年在乌鲁木齐文化系统工作的亲身经历、体会、调查与考证,笔者认为,欲使这方面的改革取得成效,就必须到做到:第一,明确战略目标,把加强公共文化服务放在首位,成为首府主要社会福利的战略目标。第二,为战略目标的达成,进行宏观的结构调整,把分散的资源有机的整合起来,转化成优势资源。第三,吐故纳新,协调发展。

The cultural systems were not suited to the current production of literary and artistic creation.According to local conditions, the reform is the way out. Through work experience, investigation, and research, I put forward bold ideas： First, make a clear strategic objective, put the public cultural service in the first place, regarding it as the strategic goal of the main social welfare of the provincial capital.Through the division of labor, careful planning, we can reach the goal step by step. Secondly, in order to achieve strategic objectives, we should promote macro structural adjustment, and integrate distributed resources into resource advantages. Thirdly, we make renewal and coordinated development. We strengthen close cooperation within the structure, and make cooperation outside the structure,leading provincial capital to a full and healthy development of culture and art.
