浅谈水利基本建设财务管理

On Financial Management of Water Conservation Foundational Construction

基本建设财务管理是指根据国家有关方针、政策、法律、法规和建设项目的概(预)算文件,对建设项目所需资金进行合理筹集、正确使用、科学控制的一系列活动。在水利工程建设项目中,财务管理是非常重要的环节,是水利工程建设项目持续、快速、健康发展的保证。由于一些单位缺乏对水利基本建设财务管理的重视,基本建设财务管理中存在一些问题。本文对水利基本建设财务管理中存在的问题进行了分析,并提出了意见和建议。

The foundational construction financial management means that fund for construction project is rationally raised, correctly used and scientifically controlled by a series of activities according to relevant national policies,guidance,laws, regulations and budget （estimation）documents of construction projects.Financial management is very important in water conservancy project construction project.It can guarantee continued,rapid and healthy development of water conservancy construction project.Since some units are lack of attention of financial management of water conservancy foundational construction,some problems exist in financial management of foundational construction.In this paper The problems in financial management of foundational construction are analyzed.Opinions and suggestions are proposed.
