浙江省《城镇防涝规划标准》主要包括城镇防涝目标、设计暴雨、雨水排除设施规划标准、内涝防治系统规划标准、雨水径流控制标准及应急管理等内容,总结了标准编制过程中遇到的部分问题及编制思考,从标准的定位与框架、防涝与防洪的关系、重要指标的确定等方面进行阐述,希望对其他省份防涝标准的制定有一定的参考价值。

Standards for Waterlogging Control Planning of Cities and Towns of Zhejiang Province covers the waterlogging control target, design storm, standards for drainage facilities planning, standards for waterlogging control system planning, standards for runoff control, emergency management and so on Some problems and thinkings during compilation of the standards were summarized. The orientation and framework of the standard, the relationship between waterlogging and flood control, the determination of important indexes and so on were expounded to provide some reference for compiling the standards for wa- terlogging control of other provinces.
