摘要
根据河网型城市水系、地貌、气象、社会经济等特点,提出以确保排涝安全为基础,以引水改善水环境为目的的城区水系工程治理模式。城市圩区建设选用整体封闭策略,可以减少防堤的占地面积,发挥泵站规模效益,增强水体流动性,避免洪水过境城区。引水调水是迅速改善城区水环境状况的有效措施,合理调度整体封闭区闸站排涝的引水排水,可以做到对城区主要河道的精确冲洗,提高水资源利用效率。并以常熟市为例,介绍了该市以整体封闭区排涝与河道引水工程相结合的水系规划。
According to the characteristics of river system, physiognomy, weather and social economy in river network cities, the engineering governance model of urban river system which was based on safety of waterlogging drainage and aimed at improvement of water environment was proposed. Large enclosure strategy for urban folder construction can reduce the floor area of dikes, exert the scale benefits of pumping stations, enhance the water flowability and avoid the flood passing through the urban area. Water diversion is an effective measure for improving water environment. The reasonable control of water diversion by pumping stations in the large enclosure can exactly wash the main rivers and improve the utilization efficiency of water resources. Water system planning of Changshu City which combines the large enclosure and the river water diversion was introduced as an example.
