摘要
基于政策网络视角的新时期中国人才政策变迁分析为中国人才政策变迁提供了新的解释力。改革开放以来,原有的社会利益格局被打破,多元的利益格局正在形成,基于不同的价值观念和利益偏好,形成了不同的利益集团。在人才政策变迁过程中,这些多元利益主体通过不断的互动,形成了具有不同特征的关系网络。拥有不同价值观念和利益偏好的网络主体通过博弈、联合、对抗与妥协,从而影响政策效果,导致了人才政策的持续变迁。
An analysis of changes of the Chinese talents policy in the new era from the perspective of policy network provides a new explanation to changes of the Chinese talents policy. Since the reform and opening up policy, the original social interest pattern has been broken, the multiple interests patterns are being formed, different interest groups based on different values and interests preferences are formed. In the process of changes of talents policy, these stakeholders through continuous interaction formed a network of relationship with different features. By competition, unity, confrontation and compromise, thus the network subjects with different values and interests preference influences the policy effect and result in a sustained change of talents policy.
