基于蚁群算法的水资源补偿博弈模型! 被引量:1

摘要 为更加合理地在各受水区分配水源区水资源保护与提供清洁水源的成本,以及激发水源区对水资源保护的积极性,在对水源区和下游地区在水资源补偿中的行为和收益进行了博弈分析的基础上,建立政府与水市场调节相结合的水资源补偿模型,运用蚁群算法求模型最优解,给出水资源补偿方案.将此方案应用到西安市对太白县的水资源补偿,结果表明:太白县供给西安市水量为0.921×108 m3,能够得到约1.38×108元的经济补偿,西安市利用这部分水量增加收益约23.73×108元.方案能够实现水源区、受水区收益最优,同时达到区域水资源利用总收益最大化,为确定合理的水资源补偿标准提供参考. In order to make the water resources compensation to the water source area more reasonable and stimulate the water resources protection initiatives of the water source area,the water resources compensation model to combine government with water markets is established based on game analyzing behavior and interests of the headwaters area and the downstream area,and solved optimally by the ant colony algorithm;and then,the water resources compensation scheme is given.The scheme is applied to Taibai County;the results show that Taibai County gave Xi'an with water about 0.921×108 m3,getting financial compensation about 1.38×108 yuan,Xi'an offsets the shortage of water timely,gets benefits about 23.73×108 yuan.The scheme can achieve optimal benefit of headwaters area,downstream area,and the region,so as to provide some references for the formulation of reasonable water resources compensation standard.
