文化视域下城市居民公共行为文明研究——以北京、首尔、东京为例

Research on the Public Behavior Civilization of Urban Dwellers under the Cultural Perspective——with Beijing, Seoul and Tokyo as Examples

在三个城市问卷调查基础上,以国际比较模式探讨了城市居民公共行为文明问题。研究发现,目前,北京居民的公共行为文明程度最差,首尔次之,东京情况最好。这种现象的背后是深层次的历史、经济、社会原因,既体现着"东亚文化圈"的文明变迁,又折射着不同国家的国民性。我们在发展现代化,加快城镇化的进程中,不仅要注重物质建设,还要关注人文建设,应对公民素质问题引起极大重视。可以通过教育方式的改进,提升公民个人文明意识,培育公共文明精神;通过政府的引导、管理,加强制度文明规范。

This case study explored the relationship between public behavior of citizens and cultural background by making a comparative analysis based on the findings of questionnaires done in three metropolises. The author found that in terms of public behavior, citizens of Beijing have performed not as civilized as those of Seoul, much less than those of Tokyo. The author holds the view that to study this phenomenon, historical, economical, as well as social causes must be considered in depth as it not only embodies the shift of the center of Eastern Asia civilization, but also reflects different national characters. In conclusion, the Chinese government should focus more on the humanistic construction in the process of modernization. Improvements of education and proper guidance and management of the governing body may prove fairly potent to enhance the consciousness of civility and cultivate the spirit of civilization.
