基于政策网络视角下的养老金双轨制并轨策略问题研究

The Study on the Strategies of Transferring the Dual System of Pension to A Uniform One Based on the Perspective of the Policy Network

政策网络理论兴起于20世纪六七十年代,具有强烈的网络性、互动性、结构性与组织性,是公共政策过程分析的一个重要工具。养老金双轨制(又称退休金双轨制)是中国从计划经济时代转向市场经济时代的特殊历史时期的产物,本文从政策网络理论的视角出发提出推动养老金并轨改革相应的策略:一是从战略层面重视养老金并轨改革的问题;二是从政策网络视角出发推动政策设计;三是确保养老金并轨制度平稳过渡。

The theory on policy network arose in the sixties and seventies of the 20th century, has strong characteristics of net-work, interaction, structure and organization, and is an important tool of the public policy process analysis. The dual system of the pen-sion is the product of the special historical period when China experienced the transformation from planned economy to market econo-my. From the perspective of the policy network theory, the paper puts forward corresponding strategies to promote the reform of trans-ferring the dual system of pension to a uniform one. The first is paying attention to the issue of the reform of transferring the dual sys-tem of pension to a uniform one on the strategic level; the second is promoting the policy design from the policy network perspective;the third is ensuring the smooth transferring the dual system of pension to a uniform one.
