Discipline Inspection Commission's Problems with Supervision over Party Committee of Equal Rank and Its Solution

高校纪委监督同级党委作为党章赋予各级纪律检查机关的一项重要职能,是强化党内权力监督制约机制的重要手段,是贯彻落实党风廉政建设责任制的内在需求,是确保高校科学发展的坚强政治保障。针对当前纪检监察体制机制不顺、监督制度设计滞后、部分监督对象接受同级监督意识不强、纪委监督乏力等问题,高校要进一步明确党委主体责任,建立健全高校权力运行机制,不断完善监督机制,并培育监督文化,营造同级监督的良好环境,从而最大限度提高高校纪委监督同级党委的效率和质量。

As a significant function endowed by Party Constitution, the commission for discipline inspection’s supervision over the committee of CPC of equal rank serves as an important means to strengthen the inner-party power supervision and restraint mechanism. It’s an intrinsic demand to implement responsibility system of improving the Party conduct and constructing a clean administration. It’s also a strong political guarantee to ensure the scientific development of universities and colleges. However, there presently still exist some problems such as the lack of holistic organization of the discipline inspection system, the lagging design of inspection system, weak awareness of being supervised, and the lack of supervision strength. In view of these problems, the committee of CPC’s responsibility should be further clarified, the power operation mechanism in higher in-stitution should be improved, the supervision ability of the commission for discipline inspection should be enhanced, and the culture and environment of supervision should be cultivated as well. In this way, we can improve the efficiency and quality of its supervision to the maximum extent.
