摘要
将政府绩效评估作为政府管理的工具和手段是为了对政府组织的运作情况作出客观评价,然而,绩效评估往往会受到其所处的社会生态环境的影响。构建服务型政府这一战略目标的提出,为政府绩效评估理念提供了价值指引。基于当前的现实环境,本文分析了服务型政府绩效评估价值取向的理论基础和现实依据,对服务型政府绩效评估所应秉持的价值理念以及其在评估体系中的具体应用进行了阐释,在此基础上提出了相关建议。
Government performance as the tool and means of the government management is to make an objective evaluation of theworkings of the government organization.However,the performance evaluation is always influenced by its social surroundings.To putforward the aim of constructing service type government has provided a valuable guidance to the idea of government performance e-valuation.Based on the current reality environment,this article analyzes the basis of theory and reality of the value orientation ofservice-oriented government performance evaluation,interprets the value concept of service-oriented government performance evalua-tion and its specific role in the evaluation system.On this basis,the article puts forward some relevant suggestions.
