农业科研单位服务新型农业经营体系的实践与探讨——以河南省农业科学院“院县共建”罗山现代农业综合示范县为例

Practice and Discussions on Serving New Type Agricultural Management System in Agricultural Scientific Research Institutes, Taking the “ Academy-County Collaborative Construction” of Luoshan Modern Agriculture Comprehensive Demonstration County by Henan

文章围绕十八大和十八届三中全会关于构建新型农业经营体系、加快发展现代农业的总体目标,结合河南省农业科学院"院县共建"罗山现代农业综合示范县的实践,提出农业科研单位服务新型农业经营体系应发挥好"融入政府主导多元化推广体系、科技支撑引领现代农业、标准农业驱动地方产业升级"的联动作用,并建议通过进一步规范新型农业经营主体的生产经营,联合搭建产业联盟,服务产业集群发展等来加速构建新型农业经营体系,引领现代农业发展。

Focused on the overall objective of building new type agricultural management system and accelerating the development of modern agriculture put forward on the 18th Meeting of CCCP and the Third Plenary Session of 18th Committee, combined with the practice of ＂academy-county collaborative construction＂ of Luoshan Modem Agriculture Comprehensive Demonstration County by Henan Academy of Agricultural Sciences, it was proposed in the paper that in serving new type of agricultural management system by agricultural scientific research institutes should take the full play of the ＂government-leading construction of multi-system, technology support boosting modem agriculture, standard agriculture driving local industry upgrade＂ linkage mechanism. It was also suggested that further standardizing the production and business operation in the new type agricultural production and management entity, building industry alliances and developing industrial clusters to accelerate the construction of new type agriculture management system, leading the development of modem agriculture.
