大数据是信息网络技术高速发展的产物。个人在互联网上的搜索信息、社交网站的信息都被拿来分析应用,而这些信息的应用会涉及个人隐私保护问题。目前,国外普遍加强立法以规范网络环境下的个人信息使用,同时也在探索一些新的数据使用模式,在确保个人合法权益的前提下合理挖掘利用信息,创新数据增值服务,值得借鉴。
