本文解读了《全国促进城镇化健康发展规划》、《全国公共图书馆事业发展"十二五"规划》和重点发展中小城市与中小型图书馆的意义与目标,指出随着我国城镇化建设进程和公共图书馆事业的发展,中小型公共图书馆将成为城镇化建设的标志。

The background of this paper is based on the occasion of ＂National Promotion of the Healthy Development of Urbanization Plan＂ and ＂National Public Librarianship in the ＂Twelve--Five＂ plan＂. This paper presents the priority significance of developing small and medium--sized cities and libraries in this two plans, indicates that with the healthy development of urbanization and public librarianship, small and medium--sized library will become the symbol of urbanization.
