通过文献资料法,专家访谈法,以俄罗斯恢复"劳卫制"为研究视角,结合当前我国学校体育发展现状,提出我国学校体育课出现"心有余而力不足"的现象,改变现状唯有"有所为有所不为",大胆提出恢复我国学校体育《劳卫制》的设想,通过对项目设置的调整,等级的划分等方面实施新版"劳卫制"。

This article through the literature material law, expert interview method, from the Angle of Russia recovery the “Labor Health System”, combining with the current our country school sports development present situation, proposed our country school sports physical education in the phenomenon of inadequate “unable to do ,to change the status quo only action preferring ,bold to restore our country school physical education idea of the “Labor Health System” ,through the adjustment of project setting, grade division of the implementation of the new “Labor Health System”.
