基于公益性的公立医院绩效评价指标体系研究 被引量:12

摘要 目的构建科学、有效、统一的以公益性为中心的公立医院绩效评价指标体系。方法按照重要性、敏感性、可操作性等原则,利用专家咨询法,综合考虑实际工作情况选择评价指标,以权值因子判断表法确定评价指标权重,构建评价模型对公立医院绩效进行评价,以内蒙古2010—2012年10所不同类别的公立医院绩效进行验证。结果设计出以"基础条件与发展能力—医疗服务—公益职能—患者满意"为支撑,包含4个一级指标、13个二级指标和53个三级指标的评价指标体系,10所公立医院绩效评价排序与实际基本相符。结论此绩效评价指标体系具有良好的代表性、导向性,是一种科学、实用、有效的评价体系,可以作为公立医院绩效考核评价与绩效管理参考。 Objective: To build a scientific,effective and unified performance evaluation index system in public hospitals of public welfare. Method: The authors select evaluation indicators with the comprehensive consideration of practical work with the principles of significance,sensitivity and operability and by means of expert consultation,determine evaluation index weight with weight factor judgment table method and build evaluation model for the performance evaluation in public hospitals. The evaluation is tested in 10 different kinds of public hospitals in Inner Mongolia from 2010 to 2012.Result: They designed the evaluation index system with the support of"basic conditions and capability development—medical service—public welfare function—patient satisfaction,including 4 indicators of the first level,13 ones of the second and 53 ones of the third. The sorting of performance evaluation in 10 public hospitals is consistent with the realities. Conclusion: The performance evaluation index system bears the characteristics of good representation and orientation,and it is also scientific,practical and effective and can be the reference of performance evaluation and performance management in public hospitals.
