中西官僚制论域——关于中国官僚制进与退的思考

Theory of Chinese and Western Bureaucracy Domain——Reflections on Chinese Bureaucratic System

中国拥有几千年的官僚制传统,沿袭至今已经衍生了官僚主义倾向,导致腐败问题层出不穷,不仅损害社会公平,而且危害社会稳定。而西方倡导的韦伯式理性官僚制带给了西方国家在那个特定发展阶段以突飞猛进的进步,中国是否要反思,我们的官僚制传统历史悠久,为何没有达到西方国家的发展效果?这两种官僚制之间究竟有哪些本质的不同?而在现阶段西方国家在理性官僚制基础上高度发展以后,开始对官僚制进行批判反思,是否在我国现在还未进入如西方国家一样高度的发展阶段时摒弃官僚制?文章力图分析两种官僚制,并结合我国的国情,对中国官僚制的前景作一探析。

The bureaucratic tradition had developed in China for thoughts of years which generated bureaucratic trends and corruptions. This broke social equality and threatens social stability. The Weberian bureaucracy in the West contributed to the rapid advancement at particular period of time in the West. We may consider why our bureaucratic tradition fails to make a similar contribution. Modern Western countries, after developing an advanced rational bureaucratic system, start reflecting this system critically. The question is whether we should abandon bureaucratic system before we achieve the same level of bureaucracy. By analyzing the two systems of bureaucracy and Chinese conditions,the prospect of China＇ s bureaucracy is explored in this study.
