China's Grain Ration Security under the Binding of Land and Ecology

在城镇化和生态建设的背景下,中国的粮食安全问题日益突出。该文分析了资源低效利用经济粗放增长与粮食安全的内在关系,阐述了荷兰、日本和以色列等资源紧缺型国家发展现代农业的经验,提出了重新认识耕地质量内涵、提高粮食主产区粮食商品化率、提高粮食非主产区口粮田建设积极性、稳布局调结构挖潜力、提升城镇建设用地管控水平和发挥多部门合力等一系列保证口粮绝对安全的政策建议。

Under the circumstance of the urbanization and ecological construction, food security problem in China becomes increasingly pressing. The article analyzes the intrinsic relationship between food security and the extensive economic growth with inefficient use of resources, then introduces the experiences in developing modem agriculture of resource-poor countries such as the Netherlands, Japan and Israel, and finally puts forward a series of policy suggestions, including re-understanding the connotation of cultivated land quality, boosting the commer- cialization of food in main grain production region while improving the motivation of grain ration farmland construc- tion in non-major grain production region, strictly controlling the urban construction land, strengthening multi-sec- tors cooperation, in addition, realizing stable layout, structure adjustment and potential tapping.
