摘要
文章利用数据包络分析方法对我国除京沪以外的29个省市自治区在2009-2012年农村医疗卫生投入的面板数据进行效率分析,并对农村医疗卫生资源投入的全要素Malmquist生产率指数进行了计算和分解。结果表明,29个省市自治区中的17个在四年中为DEA有效,东部与西部农村卫生资源效率较高,而中部各省份效率值偏低。我国应当从政策扶植、科技扶持和人才扶植等各方面有针对性的提高我国农村医疗卫生事业的生产效率。
Based on the panel data of 29 provinces, autonomous regions and municipalities except Beijing and Shanghai in China from the year of 2009 to 2012, the paper analyzes the efficiency of rural medical and health resources by applying the method of data envelopment analysis (DEA), and calculates and decomposes the total factors of rural medical and health re-source inputs using the Malmquist productivity index approach. The results show that 17 of 29 provinces, autonomous regions and municipalities are DEA-efficient for four years,and the DEA efficiency of rural medical and health resources in the east-ern and western regions is higher than that in the central areas. The Chinese government should improve the efficiency of the ru-ral medical and health services by policy supporting,technology supporting and talent fostering and so on.
