低碳经济的分层模糊指标评价体系构建与实证研究

Empirical Study and Evaluation System Construction Based on Hierarchical Fuzzy Index for Low Carbon Economy

低碳经济的发展理念兴起于西方,是世界各国在环境危机、能源危机之后深刻反思经济发展模式的必然产物。我国相比于发达国家,近年来为了确保经济的持续快速发展,消耗了大量的能源储备,也付出了牺牲环境的巨大损失。坚定不移的发展低碳经济,是我国今后经济运行的基本准则。为了客观地评价我国低碳经济的实际水平,本文构建了分层指标评价体系,并采用模糊评价方法展开了实证分析。整个指标体系共分为3层,第一层指标为低碳经济的总体指标,第二层次包含资源因素、环境因素、经济因素、生活因素等4个指标,第三层次是第二层次指标的进一步细化,共形成20项指标。实证分析的结果表明,资源因素对于我国低碳经济的发展具有举足重轻的地位,环境因素和经济因素对于低碳经济水平的影响相差不多。

Not to move or retreat the development of low carbon economy,is a basic principle of China＇s future economy.In order to objectively evaluate the actual level of low carbon economy in our country,the hierarchical evalustion index system is constructed,and the fuzzy evalustion method of the empirical analysis is used.The index system is divided into three layers,and ultimately the formation of 20 indexes are built.Empirical analysis shows that,the resource factors play a decisive role to the development of low carbon economy in China,and the influence of environmental factors and economic factors on the level of low carbon economy is not much difference.
