实践理性:我国终身教育法规建设的路向探究--基于国内外终身教育立法的比较视野 被引量:2

摘要 随着我国经济的不断发展与社会进步,终身教育与终身学习的理念逐渐深入人心。为推进终身教育的健康发展,关于终身教育立法的呼声越来越高。福建省、上海市两地政府先后出台了终身教育促进条例,加强终身教育的法规建设越来越成为人们关注的焦点。终身教育相关促进条例的颁布为终身教育发展提供了一定的法规支持,但在实施过程中也存在一定的困境,如文本表述略显思辨性、思维架构多以宏观考量、逻辑起点仍见政府推动、体系设计无法实现对学习需求的全面支持。针对我国终身教育在推进过程中面临的现实挑战,我国终身教育法规建设应从以下几方面入手:坚持以终身学习体系的构建指导终身教育立法,坚持以完善的终身教育格局推进学习型社会建设,坚持以社会资源的科学整合实现多元文化的有机融合。 With China's learning is gradually accepted economic development and social progress, the concept of lifelong education and lifelong by the people. In order to promote the development of lifelong education healthily, voices on v education. The issue of lifelong education regulations has provided some legal support for the development of lifelong education, but there still exist some difficulties in practice. For example, the expression of text presents itself in a slightly critical way; the construction of thinking often starts from the macro perspective; the starting point of logic is still pushed by the government and the design of system can not provide comprehensive support for learning needs. Based on the realistic challenge in the implementation of lifelong education in China, the construction of laws on lifelong education should proceed with the following aspects: persistence in the legislation of lifelong education directed by the construction of lifelong education system; persistence in the construction of learning society promoted by the perfect situation of lifelong education; persistence in the achievement of the organic integration of diversified culture by the scientific integration of social resources.
