摘要
通过对海南省1100名被访者的问卷调查,发现社会教育机构在青少年社会教育过程中存在效用发挥不足的瑕疵,具体表现为青少年对社会教育机构承担社会教育职责的认可度和满意度偏低。究其原因在于政府垄断了社会教育机构的供给,青少年监护人缺乏社会教育意识以及社会教育机构工作者缺乏职业技能。要解决上述问题,充分发挥社会教育机构在青少年成长中的作用,须打破政府对社会教育机构的垄断,引入竞争机制;提高青少年社会教育的地位,积极宣传其重要性;完善社会教育机构的人事制度,增强人员素质。
Through the questionnaire and individual interviews of 1,100 interviewees in Hainan Province, it is found that Social Educational Institutions (the SEI) does not yield well, namely, teenagers don’t be satisfied with the service of the SEI. The main reason is that the government has monopolized the supply of the SEI; the guardian is lack of social awareness of the SEI and workers who are in the SEI lack the educational skills. To solve these issues and bring the SEI into full play in teenagers’ growth, it is neces-sary to to break the government monopoly of the SEI and introduce competition mechanism, to improve teenagers’ social education status and actively advocate the importance of teenagers’ social education, to perfect the personnel system of the SEI and enhance the quality of the personnel.
