TPP与TTIP浪潮下全球贸易规则重塑问题

Global trade rule reconstruction problem under TPP and TTIP wave

近几年,美国在全球掀起TPP与TTIP浪潮,旨在打造所谓新型、高水平自由贸易协定,并借此机会来遏制中国的迅速崛起。随着经济全球化步伐加快,全球经济联系日益紧密,TPP与TTIP中一些贸易规则的新规定无疑会对非成员国间乃至全球的贸易规则带来一定的示范效应和带动效应,但却不能决定全球贸易规则的重塑。在美国力推TPP与TTIP浪潮背景下,中国相关的FTA进程存在很多问题,从而会削弱中国在全球中的竞争地位,因此,中国有必要采取措施积极应对。为此,本文着重分析了美国力推TPP与TTIP浪潮的原因与目的及其对全球贸易规则重塑的影响,并给出了此背景下中国的应对措施。

In recent years, American advocate TPP and TTIP waves in the world to create the new high level of free trade agreements and want to curb the rapid rise of the China. With the accelerating of economic global- ization and the increasingly close economic relation- ship between different countries, the new trade rules of TPP and TTIP would undoubtedly bring demonstration effect and the driving effect for the remolding of global trade rules, but it can not determine the re- molding of global trade rules. Under the background of TPP and TTIP, the FTA process of China have many prob- lems, which will weaken China＇s competitive position ir the world. Therefore, our country have to take som~ measures. This paper analyzes the reason and purpose of USA advocating TPP and TTIP and its impact on the remod- eling of Global trade rules countermeasures under this . Then this paper gives some background.
