郴州受频发的自然灾害影响,其农业生产受到严重损失。这迫切要求发展农业保险来保障农民生活和农业生产。尽管郴州农业保险近几年取得了一定的成效,但农业保险规模极小,仍然存在各种各样的问题,郴州农业保险仍处于保险公司不愿意卖、农民不愿意买的尴尬境地。农业保险发展陷入了难以大规模发展的困境。

Al- though in recent years agricultural insurance has made some achievements, the agricultural insurance scale always was small and still exists a variety of prob- lems. Agricultural insurance is still at the embar- rassment that the farmers do not want to buy and the in- surance company is not willing to sell. The agricultur- al insurance is difficult to large -scale develop in Chenzhou.
