浅析土地利用规划实施动态监测预警技术

Analysis of the Dynamic Monitoring and Early Warning Technology Concerning Land-Use Planning

以土地变更调查数据、遥感影像数据、计划审批数据等多元数据为基础,研究基于不同数据进行土地利用规划实施动态监测的技术思路与方法,构建土地利用规划实施动态监测指标体系,探索了以监测指标预警土地利用规划实施进度、成效的有效机制,为建立健全土地利用规划实施动态监测技术体系,促进土地利用规划科学有效实施提供一定参考。

This paper introduces the technical approaches relating the dynamic monitoring of land use planning based on multivariate data such as land utilization alteration data, remote sensing image data, and plan and approval data. On this basis, in this paper, an index system for dynamic monitoring land-use planning is built; effective mechanisms to ensure the early warnings of implementation schedule and effectiveness of land use planning according to monitoring indexes are also explored. All of this has provided reference for establishing a sound dynamic monitoring technology system and promoting scientiifc and effective implementation of land use planning.
