当代中国公民话语权的发展现状及完善对策

The Present Development of Contemporary Chinese Civic Discourse Right and Its Countermeasures

伴随着中国综合国力的不断增强,民主与法治化进程也在不断向前推进,中国公民的话语权由此得到了快速发展。但毋庸置疑,发展中的公民话语权也陷入了困境,遭遇到了瓶颈。究其原因:既有中国在经济上的贫穷与落后,也有公民话语权实现制度的不完善,还有缺乏足够宽松的话语环境等。为此,应从政府和公民等多角度出发,试图建立起一种合理有效的保障公民话语权得以顺利实现的机制。

Along with the growing China’s comprehensive national strength,democratic process and legali-zation is constantly moving forward and Chinese civic discourse right has also obtained rapid development. However,there is no doubt that the developing Chinese civic discourse right is in trouble and suffers a bot-tleneck due to economic poverty,imperfect system and lack of relaxed discourse environment.In order to solve these problems,it is needed to establish a reasonable and effective mechanism to guarantee the civic discourse right.
