摘要
在利用工程产能计算方法测算得到2008-2012年我国粮油加工业所属的4个子行业产能利用率的基础上,从市场、技术和制度3个维度实证考察和分析了行业产能过剩的影响因素和深层次原因。研究认为行业过度投资、市场集中度低和缺乏核心技术是影响产能过剩的显著因素,且目前行业专利等技术创新成果对产能利用水平贡献并不明显,技术创新成果质量整体不高。研究还认为行业准入门槛低、政府过度干预、信息化体系发展滞后等因素是造成产能过剩的更深层次制度原因。
Based on engineering capacity calculation methods, this paper measures the capacity utilization rate of four grain processing industries of China from 2008 to 2012 respectively,and empirically studies causes of excess production capacity of Chinese grain processing industries.The empirical analysis has proved that the investment in fixed assets ,low market concen- tration and lack of core technology are the direct cause of the excess production capacity,and the current technological innovations output is still at very low level.The study also found low barrier entry,excessive government intervention,backward of in- formation system development are the deeper institutional causes of excess production capacity.
