心到、手到、脑到、口到、眼到,英文为heart,hands,head,mouth,eye,即为"4H+E"。以此为思路,适应现代企业一流管理模式,着眼安全文化建设,推进在建企业安全文化建设轨道化运行,向可视化(E化)迈进。通过培育员工技能,优化工作环境,把参建员工凝聚在一起,最大限度地激发和调动员工的积极性与创造性,让每一名员工自觉、自信地持续改进安全生产的薄弱环节,实现安全生产人、机、物、环境的内在统一,确保安全生产可控、在控、和谐稳定。

The ＂4H＋E＂ means Heart, Hands, Head, Mouth and Eye. Based on the concepts of ＂4H＋E＂, a safety culture construction mode for engineering enterprise is developed.
