解放初期,方方担任中共中央华南分局第三书记兼广东省土地改革委员会主任,领导广东省的土改运动。在运动中,他依靠贫雇农,放手发动广大农民群众,重视土改干部队伍的建设,加强土改干部队伍的整顿,根据实际情况制定政策和准确地把握政策等做法,事实证明是非常成功的经验。
