长沙市现代农产品物流发展政策集成创新研究

发展现代农产品物流是保障农产品流通渠道畅通、保证人民群众饮食安全的重要举措。长沙市以现代服务业试点工作为契机,围绕建设区域性中心城市目标,科学制定顶层设计,引导农产品物流产业集聚发展,通过打造"北粮南运"中心、"南菜北运"中心和"西果东运"中心,初步形成现代农产品物流体系。在长沙市现代农产品物流产业发展中,政策集成创新是主要亮点:科学制定顶层设计,优化配置功能布局,打造产业的升级版,实现农产品物流产业的集聚化发展,同时保障了农产品物流产业发展的公益性特点。

The development of modern logistics of agricultural products is to protect the smooth circulation of agricultural products,and it is a very important measure to ensure people＇s food safety. Changsha City regarding the modern service industry pilot as a turning point,around the goal of building the regional central city,formulating top- level design scientifically,guiding the cluster development of the agricultural products logistics industry,through the creation of ＂north to south grain transport＂center,＂south to north vegetables transport＂center and＂west to east fruits transport＂center,forming the modern logistics system of agricultural product initially. In the development of Changsha City＇s modern agricultural products logistics industry,the integrated innovation of policy is the main bright spot： the scientific development of the top- level design,optimizing the allocation of the functional layout,to build the industrial updated version,realizing the cluster development of agricultural products logistics industry,and to ensure public welfare characteristics of agricultural products logistics industry development.
