摘要
香港资历架构是沟通普通教育、职业教育和继续教育的一种全新的教育制度。具有鲜明特点和丰富内容的资历架构为香港继续教育的发展做出了巨大贡献。近些年来,大陆大学继续教育机构数量逐渐增多,资源也进一步开放,同时也建立了适合自身发展的办学模式和服务机制,但是大陆大学继续教育也存在质量保证机制不完善、学分转换体制不健全、与普通高等教育衔接不到位、教学和课程内容针对性不强等问题。借鉴香港资历架构,要促成大陆大学继续教育学术及职业资历评审委员会的建立,实现大学继续教育的规范化;推动大学继续教育学分银行体系建设,完善终身教育"立交桥";加强质量保证机制建设,保证学分转换;促进成人专业课程体系建设,达到《能力标准说明》的要求等。
As an innovative system which integrates conventional education, occupational education and continuing education, the Qualifi cations Framework is distinctly characterized by rich contents, and has contributed a lot to Hong Kong's continuous education development. Meanwhile, great achievements have been made in this aspect in China's Mainland in recent years, for instance, educational institutions have been increasing; more learning resources have been accessible; and such mechanisms have already been erected as management and service organisms. However, problems still exist, to name a few, curriculum design could not adequately accommodate learners' specifi c needs; there are no proper systems to guarantee the learning quality and credits exchange; certifi cates of continuous education are hardly recognized by conventional higher educational schools, and so on. This paper summarizes insights from the Qualifi cations Frame of Hong Kong, which include:(1)Higher continuous education academic and professional qualification assessment committee shall be established so that normalization of higher continuous education could be realized.(2) Higher continuous education credits bank system shall be constructed in order to build up the intersect for lifelong education.(3) Quality protective mechanism shall be set up to ensure credits exchange. And,(4) adults-oriented curriculum shall be developed to account for their specifi c competence. It is desired that the above-mentioned measures should facilitate the sustainable development of the continuous education in the China's Mainland, which would be conducive to its building lifelong educational system and learning-oriented society.
